As I see it, there are two possible solution to the Israel-Hamas problem:
1. Israel can attack harshly enough to scare Hamas into living in peace
2. Israel can return to 1946 borders

I assume that the bigger guy is Uncle Sam? and therein lies the reason why there will never be peace in the Middle East...

I don't think the bigger guy is supposed to be anyone in particular. I think if it was supposed to be Uncle Sam, it would be made more obvious. And the cartoon might say "an uncle's advice."
